Another artist who makes music with a similar sound/feel as Onra is an Australian producer by the name of "Unkle Ho" (http://www.myspace.com/unkleho).
He has 2 full length releases out on the Elefant Tracks record label, and it's interesting to note that on his first release, "Roads to Roma" he sticks pretty much to sampling, and on his latest release, "Circus Maximus" he coordinated session musicians to play original sounds for him to sample and structure into songs.

funny - as soon as i read this post i thought of unkle ho too, or specifically this negative review of his album which in the comments section turned into a bit of a half-hearted debate over the recontextualisation of 'exotic' or 'ethnic' music ... there are a lot of complicated issues that seem to be suggested when a hip hop producer starts sampling from ethnic/exotic cultures particularly sounds that are not yet deemed acceptable by the wider and perhaps more conservative hip hop listener base... i'm not sure a producer should be chastised simply for looting from obscure foreign cultures, it depends on whether its done with respect and with skill, is it done with good intentions, is it helping to unearth great music and give it its dues or is it just pilfering it and demeaning it in cheesy ways. anyway this is obviously not an issue that can be summarised in this comment box but that review is a good place to start if you are interested...

little bit late but, here's Hakim Bey's seminal Overcoming Tourism text, which has in a way some resemblance of what we are speaking.
